, the ballot initiative process in california is so famous. i do want to say that california had a couple of controversial ones here, 1, they did not vote down the death penalty, still allowed in california. 2, it looks like they passed a tax measure to make california the most taxed state in the union. so that's controversial here in california. a bit of a surprise, considering the economy here in the golden state isn't the best. but you mention the process, the ballot process across the country. yes, definitely, same-sex marriage and marijuana both faired very well at the ballot box. maine passed it, as well as maryland and washington, all passing referendums, allowing for same-sex marriage. they legalized it again in maine, maryland and washington, and an amendment to vote against it in minnesota is too close to call at this hour. meantime, to the medical marijuana front, we know that two big states here that passed the medical marijuana were -- lost you here, montana. and in oregon, it's failing. the interesting vote with marijuana was the fact that colorado and washington allowed it

and down the west coast are keeping a close eye on a triple threat of storms. northern california is getting drenched this morning. and forecasters say even worse weather is yet to come. carter evans is in soggy sacramento. good morning. >> reporter: good morning. right now much of northern california is under a flood warning. this is the second of three major storms to hit the area. and already overnight here in sacramento, we've seen up to 2 1/2" of rainfall. this is the storm northern california has been bracing for. forecasters say this downpour has the potential for widespread damage. >> friday is going to be bad. sunday is going to be even worse. >> reporter: here is why californians are worried. it's not a single storm but a one, two, three punch. increasing the danger for atmospheric river that can stretch for thousands of miles. in this case, the river is feeding additional rainfall to the storms, making them even stronger as they hit the coast. when all is said and done parts of california could get up to 15" of rain. >> how much water are we actually talking about? >> i

well in places like california where people drive long distances and where a lot of people are very concerned about the environment and want to drive hybrid or electric vehicles. so even though they haven't been so strong throughout the rest of the country, companies like general motors continue to push ahead with these vehicles. here is their newest introduction, which will be on the market in 2014. only available for sale in california and in oregon initially. this is the chevy spark. it is an all electric vehicle that will get somewhere south of 100 miles on a full charge. what's really cool about this vehicle is you'll be able to charge it up to 80% capacity in just 20 minutes. that is a challenge, though, getting the rest of america outside of places like california to buy these vehicles. listen to what gm had to say about that. >> the key now is to sell these vehicles in the same kind of quantity in st. louis and des moines, in the heartland of america, if you will. when you drive an electric car, we're not going to sell this thing on the environmental aspect aspects. these ca

, california, places where some of them high unemployment rates, you're talking about reducing federal spending in places with high unemployment rates and this handy bar charts shows the split between defense spending in blue and nondefense in green. maryland, virginia, the washington, d.c., area, the highest federal pending, hawaii a lot of defend spending, same with alaska. more non-defense in new mexico down to georgia, 6.9% so these are the ways it's going to affect by state. we can even drill down further and look county by county, and what you see here for example if you drilled down here in louisiana there's one county in here where there's a federal penitentia penitentiary, because these are federal jobs as a percent of the total. you can see places along the texas coast, the bottom line on all of this is that we talk about reducing the ifisical cliff and solving the problem on a national level, but there are individual states that are going to be hit harder and there are blue states and states that come in so it's not easily democratic or republican solution, becky, when we look at it

hispanic vote, about 11% this time out and you see an influx of younger people and people from california who have come here and they have changed the complexion of this state. it's now a very purple state. a third democratic, a third republican and this county where i am a third independent. we're here in arapaho which is south of denver, one of the swingiest of the swing counties. you can see behind me they're counting ballots. they're counting ballots that have already been mailed in. that's the numbers we're working on now. this is a big mail in early vote, early state here in arapaho, county. about 68% people mailed in before voting started today. now this is a state that was concerned about voting problems but it didn't turn out that way. because so many people voted early, the polling places were able to handle people who showed up. one area where they had a 90 minute, two hour wait and they said to people look if you change precincts you can go next door and you can vote in five minutes. that said, now this state is really beginning to count the votes that were cast today. about a
